いつも「ワールド･ユース･フェスト･イン･ホッカイドウ」に高い関心をお寄せくださいましてありがとうございます。皆様方の御協力により、このイベントは、北海道の子ども達と同世代の世界各地の子ども達が共同生活をしながら異文化を身をもって理解し、世界への興味を広げて将来の展望を広げる絶好の機会となっております。今年につきましても、例年通り8月に実施するべく準備して参りました。

　しかしながら、アジアを中心とした世界各国における重症急性呼吸器症候群（SARS）の流行は深刻な状況にあり、現在のところ感染経路や有効な治療方法が確立されておりません。また、WHOにおいても今のところSARSの終息宣言がいつ出されるかは、全く予測が立たない状況です。

　日本国内では、疑い例を含め患者は発生しておらず、また、北海道では万が一発生した場合も含めた万全の対応策を策定しております。しかし、「ワールド・ユース・フェスト・イン・ホッカイドウ」は世界各国から参加者が集まって行われるイベントであることから、来日途中に感染する恐れも否定できません。また、もし、開催期間中に参加者をはじめ関係者に発熱する方が出た場合は、SARSの疑い例とされる可能性が高いことから、事業の進行が滞るおそれがあります。

　このような状況から、主催者として参加者の安全が完全に保証できない状況にあること、
無理に実施しても参加者の大切な思い出にかえって傷がつく懸念があること等を考慮し、実行委員会ではやむを得ず今年の「ワールド・ユース・フェスト・イン・ホッカイドウ」の開催を中止することを決定しました。

　大変残念なことではありますが、上記の状況を御理解頂きたくお願います。　

　来年はSARSが終息し、イベントの楽しい雰囲気をこのホームページ上で皆様にお伝えできることを、主催者一同、待ち望んでいます。

For the past four years the event has provided young children of Hokkaido as well as of the world with an opportunity to learn different culture first hand and to deepen their understanding of the world. This year, too, we have devoted our effort to organize the event in August.

However, SARS which has been spreading around the globe, mainly in Asia, still needs serious attention. By now how it travels or how to effectively prevent or treat is not yet clearly investigated. WHO can not yet predict when it is possible to declare the end of SARS epidemic.

In Japan there are no cases so far diagnosed SARS. In Hokkaido best possible preventive measures have been taken. However, since the World Youth Fest in Hokkaido is the event in which people from countries around the world gather together, we can not deny the risk of exposure to those with SARS symptoms on their way to and back from Hokkaido. And, if someone has a high fever and/or coughs during the event, he/she may be isolated for quarantine, which may require the event to discontinue immediately.

Considering such situations, we regret having come to decide to cancel the even this year, and we hope you will understand the situation. We sincerely hope that the SARS epidemic will come to an end sooner, and that we will make a report of the World Youth Fest in Hokkaido next year to have you enjoy the event together with participants.
